Collective States of Unified Siberia

After the civil war in Russia, Siberia broke free from Moskows rule. To remain strong all the former siberian states formed a collective union. They share a collective foreign policy and help eachother in economic and humanitarian growth, but remain largely independent. They have yet to establish a capital.
